DOCS - Complete the reltable for the Reference Manual

A relationship table was added to the Ref Manual in 10.2 to document the new
SQL statements.
However none of the other topics are listed in the reltable. The reltable for
the Ref Manual needs to be
completed so that related links can appear for each topic.
This is a usability significant issue.
