Attached is skipAddPriv_v2.diff. This patch proposal includes
improved comments in the code, as well as additional tests.
The grantRevokeDDL test is enhanced as Mamta suggested,
to verify that the trigger is operating as we expect it to, and to
verify that it is revoked as we expect. Also, the test case from
DERBY-1754 is included as part of this patch proposal.

derbyall passes with this patch.
