The header text in http://www.apache.org/legal/src-headers.html#header-text  is 
clearly designed for source header files, look at the title of the page and 
sub-sections and the wording of the header.

I don't think that page is meant to cover introductions to Apache software that 
state it is being released under the ALv2.

The copyright notice covering the collected works is just a copy of the 
copyright notice from the NOTICE file which is covered here

Note there is no requirement to have these lines in the oveview file since the 
licence itself is defined in the LICENCE file, I just thought they were helpful 
and clarifying when I created this overview:

"Apache Derby is an open source subproject of the Apache DB project, licensed 
under the Apache License, Version 2.0."

Note also the meaning of the lines above "the whole project is released under 
ALv2", the lines you replace them with (from the source header) mean "this file 
is released under ALv2".

Note I have the same concern about the new copyright pages in the 
documentation, the same source header is used, when a simple statement of it's 
released under the ALv2  seems to be more appropriate.
