Daniel John Debrunner reopened DERBY-1593:

The separation has made the tests impossible to run wihtut moving
derbyTesting.jar back into the lib directory. I think the test separation is
good and there are two items of work required to complete this:
1) Change the harness and policy file to handle separate locations
2) Have the buildjars target create a directory structure that mimics the
layout in the distribution, ie. test and lib folders. This will lead to nightly
and developer testing that mimics the distribution and how users will run it.
Will add sub-tasks.
