Change the derby_tests.policy file to use specific properties for the testing
jar and the client jar to allow them to be in different locations to the
remaining derby code. Have the harness set these properties when running with a
security manager using the values determined by the JUnit test utility
SecurityManagerSetup. SecurityManagerSetup already set up different properties
based upon anticipated need.
Running derbyall with these changes now. May not be ready for commit since I
just remembered there are other policy files, though I'm not sure how many are
really used.
