Tests should always be compiled with line number information.

Currently compiling in insane modes means that the tests do not have line 
number information, this makes investigating test failures harder.
While there is a footprint benefit to having the "product" jars compiled 
without  line numbers, I don't think we care about the size of derbytesting.jar.
