I would not hold up 10.2 for this issue.  There is some basic grant/revoke 
testing in the upgrade testting, this issue calls out that more could be done.  
It would be actually nice if we could run our entire test suite against an 
upgraded database, but the current test harness layout makes that a lot of 
work.  I think the work Dan is doing moving us toward junit will make this 
specific JIRA effort and even more upgrade testing come a lot simpler and it 
makes sense to wait for that work.
