DERBY-1253 - Verify that we don't raise SQLFeatureNotSupportedException for mandatory methods (is this done, or more work to do?)

Looks like a lot of work has been committed, but I could not tell from 
the JIRA if the effort is complete or there is more work necessary for 
10.2.  Maybe it can't be really closed until jdbc spec is finalized?
