I'll file a separate issue for removing all the existing sessions after a 
restart. From Knut's comments, this is only an optimization issue.

As derby-1326-skipThreads.diff resolves this hang, we can re-enable the 
shutdown in the test jdbcapi/checkDataSource.java. This was commented out as it 
caused the test to hang intermittently. It may be good to add the new repro 
"Restart.java" to the regression tests as it reliably reproduces this hang.
