I am working on making these changes to the build script in tools/release. 
However, I'm unclear what to do about index.html. That web page consists almost 
entirely of links to items that are not currently included with the source 
distribution, viz., the user guides and the published javadoc. Why would we 
want to bundle index.html with the source?
