copy routines in the FileUtil.java just return false on IO Exception. This
leads to backup not reprting the real error in some cases.

Some of the copy routines in org.apache.derby.iapi.services.io;FileUtil.java ,
retuns false by catching IOExceptions. It will be better to throw exceptions.
For example backup uses these routines in some case , if a copy during bacup
fails becuase out of disk space ; all we tell the user is backup failed.
It will be better to include the IO Excetpion.
