Do you have more details on the file://unused issue? The policy file is meant to handle variables not being set by ignoring those entries, so any setting of a URL to a dummy URL should not be required. I did a similar trick in the original harness because I didn't realise the correct behaviour, and so i removed that trick for the JUnit set up.
