On the JAXP code source being null, I don't know the answer, but the real issue 
is how does an application grant permissions. Ideally the Derby documentation 
should cover this and again ideally Derby should not be requiring applications 
to grant permissions all the way up the stack. So the (maybe painful) process 
of discovering how to do this for the tests should make it easier for Derby 
user's to do the same. In this case because the parser can come from multiple 
places there may be multiple answers, e.g when the parser is bundled with the 
VM, when the parser is supplied by the application.
