Committed derby-2129-releaseNotes-v03.diff at subversion revision. 482813. Per
Stan's suggestion, this adds in an empty "New Features" section which simply
says there are no new features. In addition, this adds an Issues section which
is identical to the Issues section for 10.2.1.6.
