The "Locale=ll_CC" should be "territory=ll_CC", I think. This is what
is used in Derby to specifiy locale when the database is created
(connection attribute). I also find a similar (erroneous) quote in
"Getting started->Quick start guide->Connection URL":
One or more of the supported attributes of the
database connection URL, such as ;locale=ll_CC or ;create=true.

This should be "territory=ll_CC", too. Maybe the name has been changed
at one time in the past from "locale" to "territory", and we are
seeing a palimpsest effect.
The missing doc for derby.ui.locale (used by the tools, not at
database creation) should also be fixed, I guess.
