When I checked the directory, I can see two plugin versions:
org.apache.derby.core_10.1.2.1
org.apache.derby.core_10.2.1
So it seems that this was the issue.
I reinstalled the new 10.2.2 version after cleaning up the old Derby
versions and everything is being reported correctly. I have since reviewed
the plugin installation web page and it provides guidance on cleanup of the
old plugins.
