When I Create a table with Chinese table name , ij report IO exception.

I use this command create a database :
connect
'jdbc:derby://mytest.com:1527/mydb1;territory=zh_CN;create=true;user=usr;password=pwd';
I want to Create a table with a Chinese name :
Create Table usr."中国" ("世界" char(15));
Create Table usr."中国" (C1 char(15));
Create Table "中国" (C1 char(15));
Create Table T1 ("中国" char(15));
Report very much IO exception.
And the derby Crash.
