I am closing this with won't fix. Making that section look like all jars are 
expected in one directory is not matching the way the bin distribution of the 
product is currently laid out with derbyTesting.jar in a different place from 
the other jars.
I did modify this section a little with revision 499590, in that I gave put 
jakarta-oro-2.0.8.jar, junit.jar and derbyTesting.jar in one location, the 
other jars in a different one.

If this is not acceptable, feel free to respond/reopen, but I think at this 
juncture, more time should be put into the junit tests.
