Changes from first patch.
Manjula recommended I get rid of the try/catch blocks and use methods from
BaseJDBCTestCase. I didn't see what I needed so added assertNextError
assertGetIntError to BaseJDBCTestCase and removed the try/catch blocks from
CursorTest
