One possible approach:
1) Find a minimal max heap value that works for a given revision.
2) Add 20% (or some other value) and run tests with that heap size.
3) Run the nightly tests with this setting until they fail with
OutOfMemoryError.
4) When they fail, analyze what caused the OOME. If it's caused by increased
number of tests, repeat the process from step 1. If it is caused by a leak in
Derby or the tests, fix the leak and repeat the process from step 3.
