The state of this issue is interesting - the main item has been accomplished,
and thus, the fixin is indeed 10.3 - however, the test cannot be run with
clientServer until DERBY-2381 is fixed.
I propose we close this one, and add to DERBY-2381 that clientServer are in the
test needs to be fixed as well.
