Committed attached patch DERBY2599_collationType_default_UCS_BASIC_v1_diff.txt
using revision 534157. This patch will have the collation type default to
UCS_BASIC. It can later be set to TERRITORY_BASED wherever applicable using
DataTypeDescriptor.setCollationType.
