Bryan, thanks for planning to implement the INSERT ... SELECT ... ORDER BY.
An alternative would be to implement a ROW_NUMBER ranking function, which would
be more conforming to the SQL standard:
SELECT ROW_NUMBER() OVER (ORDER BY s) as i, s FROM temp1;
