Attaching a DRAFT of a concept topic that is supposed to explain collation in
Derby.
Please help me fill in the holes :-)
Also Mamta suggested several places where the this topic might reside in the
Developers Guide.
I believe that it should go immediately after the Loccalizing Derby section
(which talks about locales).
