Many JUnit tests fail: 69 fails, 30 errors. These are the same as reported in
tinderbox. The tools suite (which is the only modified suite) runs cleanly.
When running only the tools part of the old test harness, the derbytools_pass
file confirms that the ij7 test is no longer run. derbytools runs without
errors.
