OK to add permission java.lang.RuntimePermission "setContextClassLoader" to derbyTesting.jar permissions?

I need to add this permission for the DERBY-700 tests.  Since it is only 
derbyTesting.jar, is it ok to just add it to derby_tests.policy or 
should I make a test specific policy file?
