Is this a blocker for 10.3?


I think it should be.  Almost all  of the 10.2 client tests failed when 
run against 10.3.  I marked it Urgent because I don't have the bandwidth 
to fix it myself right now, but I do think I would vote against the 
release as long as it exists.
