There's a copy/paste error in
Derby Server and Administration Guide
--> Part one: Derby Server Guide
----> Derby Network Server advanced topics
------> Running the Network Server under the security manager
--------> Customizing the Network Server's security policy
The fourth bullet says: "Replace the ${derby.drda.host} variable with the
location of your Derby system directory." It should have said something like
"... with the network interface the server listens on."
