I believe the functionality desired by this bug was implemented with revision:

for DERBY-2228.
ij now establishes whether the jvm is running JSR169 and it defaults to use
EmbeddedSimpleDataSource.
Although DERBY-2228 covers more than this I'm marking this duplicate.
