To be explicit:
the following file-extensions indicate files that do not need a header:
.ant, .exclude, .runall : are just lists of files, either for building, or
running of tests
.asc, .banner, .ctrl, .dat, .data, .del, .inc are data input files, which ,
although it may be creative to have come up with, do not constitute creative
works by themselves
. out files are generated
the top level RELEASE_NOTES.html is generated
