I thought the JiraConnector could be helpful, but somehow it appears
to only take 1 search criterium - for instance, either
fixVersion=10.3.0.0 or resolution=1, which was maddening.
Maybe another set of eyes can get that to work correctly.

With the patch I attached before,  I went the other way and made the
ReleaseNotesGenerator exclude things.
I prefer not to go & reopen & modify & reclose all issues for 10.3....
And I guess in the end we can do some manual modification of the
release notes...
