Where should doc review comments go

After opening a couple doc bugs for minor corrections to the 10.3 
manuals, I realized that perhaps this is not the right thing to do.  How 
are we handling doc reviews for 10.3?  A separate Jira issue for each 
book, a Wiki page for each book, something else?
