Attaching the patch and a pdf file for this fix.
Kathey - the reference that you site first is from 10.0 incubater docs.
The current docs refer to Localizing Derby but back in 10.0 it was
Internationalization.
We are not updating previous versions of the documentation.
I did however move the section that you wanted into the Localizting Derby
section (see PDF attached to
this issue).
