I made DERBY-2963 as blocker since I think because of this bug, we can not start the server on a different machine with the security manager. The only workaround for this problem is start the server without the security manager (10.2). I know by default the networksever won't accept connections from machines other than the localhost. But since it is possible with the -h option looks like it is a serious issue.
