deploying 10.3.1.4 to the Maven repository

OK, at this point I think that Myrna and I have executed all of the 
steps in the release cookbook, 
http://wiki.apache.org/db-derby/DerbySnapshotOrRelease All of the steps, 
that is, except for step (26), deploying the release to the Maven 
repository. This step has never worked for me. At this point, I would 
like to ask Andrew or some other intrepid soul to wrap up this last task.
