Kathey, you probably know this already, but RoutineAliasInfo for user defined
functions has collation info about function's return type and parameters. The
work for RoutineAliasInfo changes went in as part of DERBY-2723. DERBY-2723 was
created to make sure that we save correct collation info into the system table
for user defined functions.
I could be wrong because I have not done much research myself, but because
there are quite a few compile time nodes involved for user defined functions, I
thought we would need changes in handful of compile time nodes to make sure
that the collation info from RoutineAliasInfo gets propogated all the way to
bind and generate time.
