Kim, thanks for adding a page for upgrade attribute to our documentation.
I just wanted to reiterate that collation can not be changed at upgrade time
and hence collation attribute will be ignored when the user is performing a
full upgrade.
Also, from my very basic testing of territory attribute in DERBY-2319 (ie by
just checking the services.properties file), it appears that Derby ignores the
territory attribute when user is performing a full upgrade.
