Well the documentation describes what the code does, if someone changes
something you can't necessarily assume that the code will work the same way :-)
It's much like if someone decided to put all the locale messages into a single
locale jar and removed the others, Derby using the documented code path will
then not pick up any localized messages because the change is incomplete.
