Also is there some sort of functional spec for this.  The initial description 
seems to indicate that you will provide some extra syntax to allow the creation 
of unique indexes which allow nulls, is that still the case?   I didn't see any 
parser changes, but again understand that this is a preview patch.

Also what is the intent of the change on existing indexes?
