I thought I would chime in here and say that ROW_NUMBER OVER () is SQL
standards compliant.
SQL spec has following (Section 7.11 <window clause>)
<window specification> ::=
<left paren> <window specification details> <right paren>
<window specification details> ::=
[ <existing window name> ]
[ <window partition clause> ]
[ <window order clause> ]
[ <window frame clause> ]
This indicates that window specificatoin details are optional.
