Fix Version/s: 10.4.0.0
I believe this is no longer an issue, since testconnection.java was converted
to junit (see DERBY-3273) and is no longer dependent on this jvm message.
This can be backported to 10.3 if needed; I assumed it wasn't necessary hence
resolving this issue.
