While looking into DERBY-3149, I found that documentation of the
variable/property 'j15lib' is missing in BUILDING.txt.
I have attached 'derby-3117-08a-j15libBuildingInstr.diff' as a suggestion.
Please review.
The patch also changes one of the headings (2.2.2) in the "table of contents".
