The jmxnone implementation is how the management service is disabled. The
Derby interface class ManagementService is an internal api for Derby only, it
is not exposed through any jmx interface, only the mbeans are.

Agreed there is some cleanup needed there, I didn't understand why there is a
getIsAlpha and an isAlpha().
