There is one other place for Apache committers to bring code to start working
on developing a community around that lacks the rigor of the incubator:
labs.apache.org. Any committer can propose a project and check in code there.
The goal, of course, is to build community around it, though, and eventually
graduate it from labs to the incubator once you have a community. Not sure that
this is what is needed in this case, just wanted to point out the alternative
to the incubator.
