The release notes should include a brief description of new
features. This is what I currently have for 10.4, (based on
descriptions from the 10.4 Wiki

<li>A JDBC statement object cache in the client driver.</li>
<li>Cache the isolation level and the current schema in the client driver.</li>
</ul>
Please review the descripton of any feature that you have worked on, and
