Re 3) The translations are done by whomever feels the need; thus, you don't
have to do it - unless you feel capable. There's a big step between
understanding a language and translating technical matter into a language.
If there is no text available for a specific error in the (current) locale's
message files, English is displayed by default.
Re 4) In principle, we'd prefer not to break existing functionality, however,
in this case, there's essentially nothing happening; with or without error
message - I have a hard time imagining someone relying on this behavior in an
application.
Even so I think it should get marked for existing application impact, and might
as well add a release note to explain.
