The problem with the system properties is probably that many of the tools 
(including ij) cache information about locale in static variables the first 
time they are used. This is normally fine when they are invoked from the 
command line, but when we invoke them from the tests with different 
configurations, we need to make sure the classes are unloaded between each 
test. For an example, see tools/SysinfoLocaleTest.java.
