The only thing I can think of to do to fix this is to 
1) Document that derby.jar requires 
getContextClassLoader/setContextClasssLoader privileges.
2) Change the code to attempt to set the context class loader to null for these 
threads if we have permissions and ignore security exceptions if we are not 
able to. (Leave the potential for class loader leaks)
3) Change sample, test and default policy files to have these privileges.
