Patch 1b changes some additional comments as suggested by Dag and includes an 
additional change in JDBCClient.
TestConfiguration is still using the string "DerbyNet" when parsing properties 
from the old harness.

suites.All passed, running derbyall.
Plan to commit tomorrow.
