I just wanted to let everyone know that I built the 10.4 branch Derby JARs from 
source control a few days ago (7/21/2008?), and I no longer experienced this 
problem.  This is an indication to us that it was fixed, and we can't wait for 
the next stable release.

The original ticket is for lacking SQLState and exception text, which I believe 
is still an open issue.
